The paper identifies issues, partners, tools and methods that help development actors to support citizen accountability and a pro-poor, gender-equitable, focus in public expenditure management. The paper argues that integrating a rights perspective with a good understanding of the mechanics and politics of public expenditure management has potential for advancing understanding of how a pro-poor focus can be encouraged in mainstream public policy. The paper broadly aims to review different conceptual approaches for addressing issues of human rights, entitlements, political accountability and citizen participation in relation to the budget process and highlights experiences of pro-poor and gender-sensitive budget initiatives and draw key lessons.

Considering revenue collection and taxation as a strategy in work for women’s rights and poverty alleviation is important. Different forms of taxation, and the complexities of taxation systems, frequently include a number of gender biases. For example, consumption taxes may be biased against poor women who spend a larger proportion of their incomes on consumption goods. It is important to understand and eliminate these biases for both gender and social equity.
This paper is intended to provide information to assist in the analysis of potential gender bias in tax systems and the design of gender-sensitive revenue measures. The following sections provide an overview of issues of taxation in developed and developing countries, outline some basic concepts of tax, review the gender dimensions of specific types of taxes, and conclude with recommendations to improve gender equity in tax policy and suggests areas for future research.

In Latin America, gender sensitive budget exercises emerge in a context of increased legitimacy of the agenda of women’s rights and of renewed interest for public budgets brought about by the discourse on “good governance”. On the one hand, many governments have signed CEDAW and its facultative protocol; they have adjusted legislations and taken policy measures that favor gender equality. On the other hand, recurrent economic crisis and structural adjustment policies have struck harder on women, especially amongst the poor, notably because of the cutbacks in social spending and in the delivery of public services. In the light of these ambivalences, what are the benefits of gender sensitive budget initiatives?

In this study on gender responsive budgets, the Committee continues with its commitment to pursue gender equality and women’s economic security. The Committee recognizes that federal spending and taxation decisions have a differential impact on men and women. The Committee believes that the federal government has historically been, and continues to be, the key driver in achieving gender equality, and that gender equality can be attained if the federal government commits to setting objectives that are linked to government spending and taxation policies.
To achieve this, the federal government will need to maintain the dual approach that was described above. As well, the federal government has to be cognizant that many women continue to face economic insecurity in their everyday lives due to their income levels and the amount of unpaid work that they perform.

This PowerPoint Presentation introduces Gender Responsive Budgeting, what it can be applied to, the key stakeholders and the various procedures and stages. It explains the basic pre-requisites which include: Gender orientation and sensitisation of government and non-government stakeholders, Orientation to the concept and tools of Gender Budgeting and a Sex-Disaggregated database.
This presentation goes on to explain that involvement of women in decision making is seen as a key to success of all gender budgeting initiatives, and that simply taking their concerns into account is not sufficient. Women’s empowerment is a holistic concept which entails adequate resource allocation in all areas including health, education, water sanitation and nutrition, sustained employment, access to credit and asset ownership, skills, research and design technology and political participation.

This essay discusses the possibility that the concept of “dignity” may help in advancing a holistic approach to theory and practice. After discussing the political utility of the concept of dignity to strengthen and unite social justice movements, the essay considers the challenges inherent in coming to a common understanding of the term “dignity”, raises the significance of globalization, highlights the importance of developing appropriate measurement mechanisms, grapples with the role of the State, and concludes with an urgent call for activists to pursue engagement with the potential of this concept to advance social justice.
Experience has taught us that concepts of equality, non-discrimination, and economic empowerment/security are not enough. They have not united diverse social justice movements and, furthermore, hold the potential to get us only part of the way to that ideal world.This contribution to the ongoing discussion is intended to raise, not answer, questions and to suggest areas for further and deeper exploration. Its purpose is to engage people across all social movements in considering the possibilities.

Since 2000, members of the feminist movement in Mexico that belonged to the National Forum for Women and Population Policy started advocating for gender responsive budgeting. Since then, the non-governmental organization, Equidad de Género: Ciudadanía, Trabajo y Familia, began to carry out analysis and formulation of gender budgets.
Further achievments include by 2007, the Mexico City Women’s Institute already had a network of gender agents in every Mexico City public institutions.
