WHAT IS GRB?

"Gender responsive budgeting (GRB) is about ensuring that government budgets and the policies and programs that underlie them address the needs and interests of individuals that belong to different social groups. Thus, GRB looks at biases that can arise because a person is male or female, but at the same time considers disadvantage suffered as a result of ethnicity, caste, class or poverty status, location and age. GRB is not about separate budgets for women or men nor about budgets divided equally. It is about determining where the needs of men and women are the same, and where they differ. Where the needs are different, allocations should be different."

MOROCCO

 

phpthumb.jpgGender-responsive budgeting is a crucial tool for women’s empowerment. In Morocco, UNIFEM has worked with the government to create a more tailored approach in which budgeting can have a more effective and immediate impact. As this documentary illustrates, when the needs of women living in a particular geographical and cultural context are addressed, the entire community benefits. In the past four years, the Finance Ministry of Morocco has made substantial progress in developing both gender-responsive and results-oriented budgetary reform.

BOLIVIA

 

In Cochabamba, Bolivia, UNIFEM has made significant strides in teaching local women how to seek local government funding for projects that can benefit them. UNIFEM developed and sponsored local workshops in which women were educated on the city budget: where government money comes from, how it is distributed, and what strategies to use in applying for government funds. The workshops helped the women envision a new potential for what they can do for themselves, and helped them better understand what kinds of demands they can make on their own government.

INDIA

Incorporating a gender perspective in government budgets can ensure that resources are allocated towards women's priorities to eliminate gender gaps. This can be achieved through women's participation in budget policymaking and gender budget analysis. This video presents show how this is working in practice in a GRB initiative supported by UNIFEM in Mysore, India.

Supporting Employment Dimension in the PRS an ILO UNIFEM initiative in Tanzania- Workshop Report

The ILO-UNIFEM Initiative for "Supporting Employment Dimension in the PRS Through Mainstreaming Gender Equality in Employment Policies and Programmes" aims at increasing the number of countries which incorporate decent work concerns in the poverty reduction strategies through supporting mainstreaming of gender-sensitive employment creation strategies. A simultaneous objective is to ensure that constituents have the capacity to implement and sustain these policies.

Following the launching of the Initiative a capacity building workshop was organized to enhance the capacity of the key actors to implement the developed action plan.

Social Cohesion, Reconciliation Policies and Public Budgeting: A Gender Approach Report of the International Experts Meeting held October 24-26, 2005 in Mexico City

 

Within the framework of the Cooperation Agreement between the Technical Support Team (EAT, initials in Spanish) of the United Nations Population Fund (UNFPA) and the German Technical Cooperation’s (GTZ) Regional Project “Fiscal Policy with Focus on Gender in Latin America and the Caribbean”, different activities have been developed in the last two years focused on promoting a greater understanding of the relationships between democratic governability, gender equality, reproductive rights and public budgets.

This meeting was organized in response to the demands of governments, women’s and civil organizations and academia for progress in the visibilization and the debate on the future of productive and reproductive work in Latin America and the Caribbean.

The European Symposium “Let’s share the benefit – with gender budgeting towards social justice and equal opportunities” held on 4 and 5 June 2007 in Frankfurt am Main hosted by the Federal Ministry of Family Affairs, Senior Citizens, Women and Youth in conjunction with the European Commission has received positive feedback.

 

The conference brough together 138 participants from 30 different countries and various international bodies. Its special feature was that it convened experts from the field of gender equality on the one hand and experts in budgetary affairs on the oth-er. As a participant aptly commented: “Gender meets Budget”.

Parliament and the Budgetary Process, Including from a Gender Perspective Regional Seminar for Parliaments of South-West Asia 26 to 28 May 2003, Colombo (Sri Lanka)

 

Ever since the first, ground-breaking seminar organised in 2000 in Nairobi (Kenya) on the subject of Parliament and the Budgetary Process, including from a Gender Perspective, the Inter-Parliamentary Union has worked unsparingly to provide members of parliament and parliamentary staff in different regions of the world with the tools necessary to ensure that gender equality is duly taken into account in national policies and reflected in national budgets. While continuing to focus on the gender dimension of the budgetary process, the seminars organised by the IPU in partnership with organisations such as the United Nations Development Programme, the United Nations Development Fund for Women and the World Bank Institute, have also been concerned with other aspects of the process insofar as they can be used to reinforce the promotion of equality between men and women.

 

The seminar that is the subject of this publication, the fourth in the series of seminars, was organised at the invitation of the Parliament of Sri Lanka and in partnership with the World Bank Institute, and brought together members of parliament and parliamentary staff from that region. The seminar provided participants with the opportunity to exchange views and experiences with their counterparts. This publication documents the speeches and presentations made during the seminar.

In line with its dual interest in promoting the role of women in parliament and fostering good governance, the Inter-Parliamentary Union (IPU) has held a series of regional seminars on "Parliament and the budgetary process, including from a gender perspective".

The Manila seminar was the third in this series and as in previous seminars in Nairobi (2000) and Bamako (2001), the aim has been to strengthen the capacity of parliaments in ensuring transparency and accountability in this key process of government activity.

Regional Seminar for English-Speaking African Parliaments 22-24 May 2000, Nairobi (Kenya)

With the Nairobi regional seminar on "Parliament and the budgetary process, including from a gender perspective", the Inter-Parliamentary Union has broken new ground in attempting to help parliaments and their members to become more effective in accomplishing this crucial part of their constitutional mission.

At the kind invitation of the Kenyan National Assembly, during three intensive days, some 120 participants from 17 English-speaking African Parliaments shared their views and experiences on the respective roles and functions of Government and Parliament in the budgetary process and paid special attention to ways in which a gender perspective in the budget may in fact highlight incomes that are usually “invisible” or neglected.

The Parliament of Timor Leste and the Budgetary Process: Legislative and oversight functions 8-9 May 2003, Dili (Timor Leste)

 

Building a democratic and independent Timor-Leste has required the establishment and nurturing of governance institutions and a strong investment in its people and resources. The Inter-Parliamentary Union (IPU) has been proud to support this development process through a series of institution-building activities for the legislature, which is a major institution of democratic governance. In co-operation with the United Nations Development Programme (UNDP), the IPU assisted the Constituent Assembly of Timor-Leste in the drafting of the country's new Constitution through the organisation of a seminar and the provision of advisory services to its members.

The latest form of assistance has been a seminar, organised together with the UNDP, on "Parliament and the National Budget: Legislative and Oversight Functions", which was held on 8 and 9 May 2003. Having previously attended the IPU's regional seminar on "Parliament and the Budgetary Process, Including from a Gender Perspective" in Manila in 2002, the Timor-Leste National Parliament felt that a national seminar, catering to the specific needs of Timor-Leste, would be particularly beneficial in strengthening the role of their legislature in this process. Held just before this year's budget debate, the seminar aimed to provide members of the National Parliament with the necessary tools to participate more constructively in, and contribute more effectively to, in the budgetary process. This fortuitous timing meant that legislators left the seminar with clear strategies which could be immediately implemented. Participants were also given the opportunity to continue their discussions on gender budgeting, initiated in Manila, from a more local perspective.

Paradoxes of Gender Budgeting

The paper makes the case that Gender Budgeting in practice is endangered to not fulfil the achievements promised in theory. This is called “the paradox of Gender Budgeting”: on the one hand GB can be an effective strategy and at the same time in the practical implementation GB can lead to contradicting side effects.

The paper brings together practical experiences in consulting administration in Germany and elsewhere for effectively implementing GB as a strategy. On the other hand it encompasses a theoretical perspective on Gender – a concept that was controversially discussed and also accused to lead to problematic impacts on social relations when used in a flawed way. Taking the example of Berlin, the paper elaborates achievements and dangers of GB in practice.

The National Institute of Public Finance and Policy (NIPFP) organized an International Expert Group Meeting on ‘Local Level Gender Responsive Budget’ in New Delhi, India, during November 1-4, 2004. The meeting was convened as part of UNIFEM’s project supported by the European Commission “Local Level Gender Responsive Budgets Initiatives” (LLGRBI). The project which provides support to local level gender budgets initiatives in Morocco, India, Philippines and Uganda also seeks to develop knowledge and expertise on local level gender budgets approaches and experiences. The International Development Research Center (IDRC Canada) also provided technical expertise towards this meeting. This was the first meeting of its kind, which created a platform to bring together the practitioners, policy makers, researchers, academia and international agencies committed to local level gender responsive budgeting. The following document is the report from the International Expert Group Workshop.

SEMINAIRE REGIONAL POUR LES PARLEMENTS FRANCOPHONES D’AFRIQUE BAMAKO, 1er-3 NOVEMBRE 2001 “

 

Plusieurs parlements d'Afrique n'ont acquis que récemment un pouvoir réel de contrôle de l'action gouvernementale, à la suite des élections qui ont eu lieu dans les années 90. Toutefois, le fait que les parlementaires n'aient pas pris pleinement conscience de leur fonction législative et de contrôle de l'action gouvernementale a souvent entravé le travail des parlements africains. Une meilleure compréhension du processus d'élaboration, d'adoption et d'exécution du budget s'avère essentielle pour une action gouvernementale responsable et adaptée aux besoins de la population dans son ensemble.

 

C'est pour répondre à ce défi que l'Union interparlementaire, avec l'Assemblée nationale du Mali, a organisé à Bamako un séminaire régional pour les Parlements d'Afrique francophone, arabophone et lusophone, sur « Le Parlement et le processus budgétaire, notamment dans une perspective d'équité entre hommes et femmes ». Ce séminaire faisait suite à une précédente réunion régionale sur le même thème, à l'intention des Parlements d'Afrique anglophone, qui s'est tenue au Kenya en mai 2000.
