WHAT IS GRB?

"Gender responsive budgeting (GRB) is about ensuring that government budgets and the policies and programs that underlie them address the needs and interests of individuals that belong to different social groups. Thus, GRB looks at biases that can arise because a person is male or female, but at the same time considers disadvantage suffered as a result of ethnicity, caste, class or poverty status, location and age. GRB is not about separate budgets for women or men nor about budgets divided equally. It is about determining where the needs of men and women are the same, and where they differ. Where the needs are different, allocations should be different."

MOROCCO

 

phpthumb.jpgGender-responsive budgeting is a crucial tool for women’s empowerment. In Morocco, UNIFEM has worked with the government to create a more tailored approach in which budgeting can have a more effective and immediate impact. As this documentary illustrates, when the needs of women living in a particular geographical and cultural context are addressed, the entire community benefits. In the past four years, the Finance Ministry of Morocco has made substantial progress in developing both gender-responsive and results-oriented budgetary reform.

BOLIVIA

 

In Cochabamba, Bolivia, UNIFEM has made significant strides in teaching local women how to seek local government funding for projects that can benefit them. UNIFEM developed and sponsored local workshops in which women were educated on the city budget: where government money comes from, how it is distributed, and what strategies to use in applying for government funds. The workshops helped the women envision a new potential for what they can do for themselves, and helped them better understand what kinds of demands they can make on their own government.

INDIA

Incorporating a gender perspective in government budgets can ensure that resources are allocated towards women's priorities to eliminate gender gaps. This can be achieved through women's participation in budget policymaking and gender budget analysis. This video presents show how this is working in practice in a GRB initiative supported by UNIFEM in Mysore, India.

Africa
Women's Budget Initiative publications (South Africa) PDF Print E-mail

 

The Women's Budget Initiative (WBI) is a joint research project established in 1995, soon after the first democratic elections in South Africa. It is a collaborative project of national parliamentarians and non-governmental organisations (NGOs) including amon others: the Gender and Economic Policy Group of the Joint Standing Committee on Finance; the Institute for Democratic Alternatives in South Africa (Idasa), the Community Agency for Social Enquiry and the Law, Race and Gender Research Unit.

 

The project has completed an analysis of the impact of the budgets of all national government departments on the lives of South African women, under the coordination of world class GRB expert Debbie Budlender.

The study conducted by Tanzania Gender Networking Programme (TGNP) opens with characteristics of a gender-sensitive and pro-poor budget and continues with the analysis of Tanzania's 2003-2004 revenues and expenditures. It includes recommendations for more equitable and pro-poor budgeting, priority sectors, health, agriculture and water, within Tanzania.

The main focus in this paper is on: gender responsive budgeting initiatives in Tanzania; achievements so far in addressing gender responsive initiatives in government and other public development activities; the role of various stakeholders in such initiatives; and the impact of such initiatives in increasing resources for gender equality.

 

This paper is created from the personal experiences of the writer as one of the researchers, as a full member of Tanzania Gender Network Program (TGNP), a TGNP Board Member, and as an active and committed protagonist of gender equality and equity within the local and global development contexts.

Follow the money: a Resource Book for Trainers on Public Expenditure Tracking in Tanzania PDF Print E-mail

 

This toolkit follows the transfer of public funds from central to local governments until they reach users such as schools and clinics. It explains how a public expenditure tracking system operates and how it can benefit marginalized groups. With this toolkit local communities can track the inputs, outputs, and outcomes of particular government services, and determine the gender-specific distribution of benefits from those services.
