WHAT IS GRB?

"Gender responsive budgeting (GRB) is about ensuring that government budgets and the policies and programs that underlie them address the needs and interests of individuals that belong to different social groups. Thus, GRB looks at biases that can arise because a person is male or female, but at the same time considers disadvantage suffered as a result of ethnicity, caste, class or poverty status, location and age. GRB is not about separate budgets for women or men nor about budgets divided equally. It is about determining where the needs of men and women are the same, and where they differ. Where the needs are different, allocations should be different."

MOROCCO

 

phpthumb.jpgGender-responsive budgeting is a crucial tool for women’s empowerment. In Morocco, UNIFEM has worked with the government to create a more tailored approach in which budgeting can have a more effective and immediate impact. As this documentary illustrates, when the needs of women living in a particular geographical and cultural context are addressed, the entire community benefits. In the past four years, the Finance Ministry of Morocco has made substantial progress in developing both gender-responsive and results-oriented budgetary reform.

BOLIVIA

 

In Cochabamba, Bolivia, UNIFEM has made significant strides in teaching local women how to seek local government funding for projects that can benefit them. UNIFEM developed and sponsored local workshops in which women were educated on the city budget: where government money comes from, how it is distributed, and what strategies to use in applying for government funds. The workshops helped the women envision a new potential for what they can do for themselves, and helped them better understand what kinds of demands they can make on their own government.

INDIA

Incorporating a gender perspective in government budgets can ensure that resources are allocated towards women's priorities to eliminate gender gaps. This can be achieved through women's participation in budget policymaking and gender budget analysis. This video presents show how this is working in practice in a GRB initiative supported by UNIFEM in Mysore, India.

This is the final report from the project “Gender Budgeting 2004–2006”, in which the five Nordic governments included in this project report their work. These countries have undertaken both pilot projects and other development work during the project period. The report also includes a summary of the gender analysis and gender impact assessment methods developed and used in the Nordic countries. The main conclusions and experiences are summarised in the report “Now, It’s About the Money”, which is distributed in the Nordic Council of Ministers ANP series.

This project overview outlines the 2004-2006 Gender Budgeting Programme in 5 Nordic countries including Denmark, Finland, Iceland, Norway, and Sweden.  The outline discusses the project method which incorporates development with both gender analysis along with resource allocation, as well as gender perspective, an integration of a gender and equality perspective into the national budget process and the national public budget. The project will use as its basis, the European Council’s definition of Gender Budgeting.

Project report This is the final report of a joint three-year project between Denmark, Finland, Iceland, Norway and Sweden in 2004-2006

 

The finance ministries and ministries responsible for gender equality affairs in these countries have engaged in development work and, under the coordination of the Nordic Council of Ministers, have exchanged ideas and experience concerning the work of mainstreaming a gender equality perspective into the national budget and budgetary process in each country.

 

The aim of the report is to present the knowledge and experience that the project has helped generate and to provide recommendations on how gender budgeting in central government administrations may be successfully accomplished.

The following booklet by NEWW-Polska, is a report outlining the results of the Gender Budget analysis in Gdansk, Poland. The report provides a detailed discussion of the demographic, education, health and local labor structures in Gdansk. In addition to providing gender budgeting methods and tools used in other countries, the synopsis outlines three selected issues of Gdansk society and presents recommendations which may serve as aids in planning budgets in the region. Central government's financial policies and its potential effects on local communities is also raised. The resource is part of the Gdansk Gender Budget Initiative, which is aimed at creating permanent instruments which ensure that local authorities incorporate a gender perspective into their expenditures.
