A synthesis about the main developments on gender budgeting in Europe (Germany, Poland and Spain) as of February 1, 2006. Author: the European Gender Budgeting Network. The goals of the initiative are: 1. Lobbying for a qualified implementation of Gender Budgeting as a strategy to assess the gender impact of policies on the state level in Berlin (“Länder”-level in Germany) 2. Providing a critical reflection on the ongoing implementation of GB in Berlin, which started in 2002.

Developing a Gender Budget Initiative A Question of Process or Policy? Lessons Learned from the Scottish Experience

The purpose of this chapter is to outline current initiatives in Scotland, where there has been an almost exclusive focus on the ‘process’. Whilst this has led to a number of significant positive developments in promoting a gender sensitive approach to budgeting in Scotland, evidence of persistent gender inequalities across a range of both social and economic indicators is a continual cause for concern.

The roots of the Belgian Gender Budget initiative lie in the 2001 international conference on gender budgeting, initiated by the Secretary of State for Development Cooperation. While preparing for this high level conference, it became obvious that it would be hypocritical to request aid recipients to apply gender budgeting while not adopting it in Belgium. Cooperation was thus sought with the Belgian federal Ministry of Employment and Equal Opportunities, which subsequently spearheaded the Belgian federal project on gender budgeting.
The initiative that the Belgium federal government started in 2002 has generated and confirmed a number of findings that might be of interest for future undertakings both in Belgium and abroad.
