The most famous way to bridge the gender gap is through Gender Budget Initiatives. First step towards this was taken by Australia, South Africa and Philippines followed by other developed and less developed countries. India has also taken initiative from its Eighth Plan onwards. This paper is a modest attempt to measure the effectiveness of Gender Budgeting as a tool for women empowerment.

The purpose of this paper is to present an overview of the existing and potential approaches and tools for identifying gender gaps at the local level. The paper is informed by feedback of participants who attended the “International Meeting on ‘Local Level Gender Budgeting,” that was convened by the United Nations Funds for Women’s Development (UNIFEM), the National Institute of Public Finance and Policy (NIPFP), the International Development Research Centre (IDRC)) in Delhi in 2004.
The paper seeks to identify tools that could be used by civil society organizations to allow them to assess the gender-sensitivity of budget allocations and implementation at the local level. The paper outlines some of the relevant approaches and tools currently used for national level gender budget analysis, most of which can also be used for local level gender budget analysis. The paper discusses some of these tools in detail specifically benefit incidence analysis, time use and cost benefit analysis. In addition, the paper describes tools that are not currently used for gender budget analysis, but offer potential for informing research and analysis of budgets at the local level.
