This report highlights the progress of Belize in gender budgeting at the national level. The analysis will be based on the Medium Term Economic Strategy Paper (MTESP) and the National Poverty Elimination Strategy and Action Plan (NPESAP). Consultations with government officials have revealed that they realize that the current budget processes and structures are inadequate not only for the achievement of gender equity goals, but also for the efficient administration of government resources and social and financial planning. UNIFEM’s initiative will focus on training NGOs and government officials in gender budgeting and technical analysis of national budget capital expenditures.

Title: Bolivia

This report highlights the progress of Bolivia in gender budgeting at the local level. In Bolivia, the Law of Popular Participation, approved in 1994, established the development of participatory local development plans and vigilance committees as two main citizenship participation mechanisms at the local level. At the national level, participation was concretised, leading to the formulation of a public policy on poverty reduction. For UNIFEM, Bolivia presented a unique opportunity to work on local planning, budgeting and reporting, where people’s demands could be better reflected and citizens could become active in policy-making. Identifying and addressing gender inequalities and women’s specific needs and interests, are critical to ensure democratic and equitable development. Additionally, Bolivia was one of the countries chosen by the UNIFEM Andean Region office because it had a combination of experts, such as the IFFI, with knowledge on public finance and/or gender and a strong women’s movement that could get involved in the process of understanding and using the information provided by the Gender Sensitive Budgets analysis.

Title: Brazil

This report highlights the progress made in Brazil on gender responsive budget analysis at national and local levels. Over the last several years, efforts to raise gender awareness and promote gender equality have resulted in progress in policy formulation and legislation, including recent affirmative action measures. However, there are continued gender inequities -- disparity in income, health status, educational levels and overall opportunities -- are ingrained in many public policies and maintained by failing to implement policies that could address these biases.
More recently, various civil society organizations (NGO’s, trade unions, social movements, research centres and others) gathered to launch the Brazilian Budget Forum in order to exert social control over public expenditure, raise public awareness on budgetary processes and increase transparency and accountability.

Title: Chile

This report highlights some of SERNAM’s work on gender responsive budgeting in Chile. To support this process, UNIFEM, along with UNDP and GTZ, is providing funds to SERNAM to train administrators and programme managers on gender equity and gender responsive budgeting. The current Chilean Government has undertaken actions towards the modernization of the State and public administration, notably the “Plan for Management Improvement” (Plan de Mejoramiento de Gestión, [PMG]). Within the PMG, each public institution will consider gender equity as a priority in its administration. In order to support this process, Servicio Nacional de la Mujer (SERNAM) has undertaken a series of sensitization and capacity building seminars on gender and public administration and gender and public budgets.

Title: Ecuador

The following report highlights the progress of the gender budget initiatives in Ecuador at national and local levels. Ecuador was selected as a focus country by the UNIFEM Andean Region office because there were specific local governments willing to begin an analysis of their municipal budgets. Also present, were enthusiastic organizations specifically addressing local participatory planning, economic and gender issues, such as the Andean Women and Family Foundation (FUNDAMYF), Women Transforming the Economy Network (REMTE-Ecuador) and the Women’s National Council (CONAMU).
Over the last decade, Latin America has experienced significant movement towards government reform and decentralization. In this context, a significant number of local governments are working to develop and implement citizen participation mechanisms in order to ensure transparency and accountability. This presents a unique opportunity to work on new forms of local planning, budgeting and reporting in which people’s needs are better reflected and citizens become active participants in policy-making. In Ecuador, several municipalities have begun participatory planning and budgeting processes.
