The report which is submitted for your appreciation is a diagnostic study designed to analyse the potential of gender mainstreaming in the budget process of Morocco’s communes. This study, which is part of a an international initiative supported by UNIFEM and the European Union, is concerned with gender mainstreaming in budget systems and practices at local level and within a context of decentralisation .

Moroccan Gender Report 2006 in Arabic
The 2006 Moroccan Gender Report has been developed in partnership with Departments engaged in gender responsive budgeting (Agriculture and Rural Development, National Education, Health and Finance). The aim of the Report is to establish a benchmark and measure what had to be accomplished for more efficient government spending.

This 2007 Gender Report of Morocco seeks to make an assessment of policies and practices related to gender-responsive budgeting, by highlighting what was already accomplished and what remains to be done, and by identifying challenges, constraints, opportunities and sectoral challenges.
The Report is therefore an educational and advocacy tool aimed at triggering debate and dialogue around policies pursued and their impact on the population, in pursuance of the orientations of the Prime Minister who recommends in his framework letter on the 2007 Finance Bill that the gender approach be incorporated as part of a management style focused on results.
