WHAT IS GRB?

"Gender responsive budgeting (GRB) is about ensuring that government budgets and the policies and programs that underlie them address the needs and interests of individuals that belong to different social groups. Thus, GRB looks at biases that can arise because a person is male or female, but at the same time considers disadvantage suffered as a result of ethnicity, caste, class or poverty status, location and age. GRB is not about separate budgets for women or men nor about budgets divided equally. It is about determining where the needs of men and women are the same, and where they differ. Where the needs are different, allocations should be different."

MOROCCO

 

phpthumb.jpgGender-responsive budgeting is a crucial tool for women’s empowerment. In Morocco, UNIFEM has worked with the government to create a more tailored approach in which budgeting can have a more effective and immediate impact. As this documentary illustrates, when the needs of women living in a particular geographical and cultural context are addressed, the entire community benefits. In the past four years, the Finance Ministry of Morocco has made substantial progress in developing both gender-responsive and results-oriented budgetary reform.

BOLIVIA

In Cochabamba, Bolivia, UNIFEM has made significant strides in teaching local women how to seek local government funding for projects that can benefit them. UNIFEM developed and sponsored local workshops in which women were educated on the city budget: where government money comes from, how it is distributed, and what strategies to use in applying for government funds. The workshops helped the women envision a new potential for what they can do for themselves, and helped them better understand what kinds of demands they can make on their own government.

INDIA

Incorporating a gender perspective in government budgets can ensure that resources are allocated towards women's priorities to eliminate gender gaps. This can be achieved through women's participation in budget policymaking and gender budget analysis. This video presents show how this is working in practice in a GRB initiative supported by UNIFEM in Mysore, India.

This document, produced in 2000, provides a report of an inter-agency workshop on gender budgets held for the United Nations Development Fund for Women, the Commonwealth Secretariat and the International Development Research Centre. The report discusses gender budget initiatives located within governments. It further details the diverse range of gender budget experiences, analyzes their impact and discusses future directions for the gender budget analysis programme.

Report by Kimberli Keith-Brown based on a three-day exploratory dialogue in November 2004 between experts and activists from the fields of maternal health and applied budget analysis, convened by the International Budget Project, Fundar Center for Analysis and Research, and the Population Council Latin America & Caribbean-Regional office, with support from the John D. and Catherine T. MacArthur Foundation.

 

The meeting produced numerous ideas about how to take this connection to another level. The aim of this report is to broaden the discussion to an even wider group of people who hopefully share the objectives of those present at this meeting, and provide guidelines for other activists looking for new strategies to reduce maternal mortality.

The National Institute of Public Finance and Policy (NIPFP) organized an International Expert Group Meeting on ‘Local Level Gender Responsive Budget’ in New Delhi, India, during November 1-4, 2004. The meeting was convened as part of UNIFEM’s project supported by the European Commission “Local Level Gender Responsive Budgets Initiatives” (LLGRBI). The project which provides support to local level gender budgets initiatives in Morocco, India, Philippines and Uganda also seeks to develop knowledge and expertise on local level gender budgets approaches and experiences. The International Development Research Center (IDRC Canada) also provided technical expertise towards this meeting. This was the first meeting of its kind, which created a platform to bring together the practitioners, policy makers, researchers, academia and international agencies committed to local level gender responsive budgeting. The following document is the report from the International Expert Group Workshop.

Parliament and the Budgetary Process, Including from a Gender Perspective: regional IPU seminars PDF Print E-mail

 

Government budgets provide a comprehensive statement of the priorities of a nation. Within the budget, a government expresses its policy intentions, and the means and resources with which it intends to implement them. The budget debate is one of the key moments in the parliamentary year and it offers a crucial opportunity for parliament to promote the interests of those it represents. Increasingly, budgets have also begun to incorporate a vision of gender equality, by acknowledging that expenditures have differing effects on men and women, boys and girls. 

 

In line with its dual interest in promoting the role of women in parliament and fostering good governance, the Inter-Parliamentary Union (IPU) has held a series of regional seminars on "Parliament and the budgetary process, including from a gender perspective": in  Nairobi (2000), Bamako (2001), Manila (2002) ,Dili- Timor Leste (2003), Colombo (2003) to help parliaments and their members to become more effective in accomplishing this crucial part of their constitutional mission.

 

The following publications document the speeches and presentations made during these seminars, and uses a series of quotations from the ensuing debates to provide a snapshot of the issues covered.
