WHAT IS GRB?

"Gender responsive budgeting (GRB) is about ensuring that government budgets and the policies and programs that underlie them address the needs and interests of individuals that belong to different social groups. Thus, GRB looks at biases that can arise because a person is male or female, but at the same time considers disadvantage suffered as a result of ethnicity, caste, class or poverty status, location and age. GRB is not about separate budgets for women or men nor about budgets divided equally. It is about determining where the needs of men and women are the same, and where they differ. Where the needs are different, allocations should be different."

MOROCCO

 

phpthumb.jpgGender-responsive budgeting is a crucial tool for women’s empowerment. In Morocco, UNIFEM has worked with the government to create a more tailored approach in which budgeting can have a more effective and immediate impact. As this documentary illustrates, when the needs of women living in a particular geographical and cultural context are addressed, the entire community benefits. In the past four years, the Finance Ministry of Morocco has made substantial progress in developing both gender-responsive and results-oriented budgetary reform.

BOLIVIA

In Cochabamba, Bolivia, UNIFEM has made significant strides in teaching local women how to seek local government funding for projects that can benefit them. UNIFEM developed and sponsored local workshops in which women were educated on the city budget: where government money comes from, how it is distributed, and what strategies to use in applying for government funds. The workshops helped the women envision a new potential for what they can do for themselves, and helped them better understand what kinds of demands they can make on their own government.

INDIA

Incorporating a gender perspective in government budgets can ensure that resources are allocated towards women's priorities to eliminate gender gaps. This can be achieved through women's participation in budget policymaking and gender budget analysis. This video presents show how this is working in practice in a GRB initiative supported by UNIFEM in Mysore, India.

Communiqué of the Commonwealth Finance Ministers Meeting 2007 PDF Print E-mail

 

Commonwealth Finance Ministers met in Georgetown, Guyana on 15, 16 and 17 October. 

 

Ministers considered the special theme of Climate Change. They also reviewed the world economic situation and discussed policy issues relating to; debt and debt relief, filling the infrastructure gap, supporting development in small states, aid and aid architecture, promoting investment and Commonwealth development co-operation. 

 

This year was also reporting time on progress in implementing GRBs. In fact, at the Commonwealth Finance Ministers Meeting in 2005, Ministers had recognized the critical importance of gender-responsive budgets (GRBs) and the need for sustainable progress on this issue. Furthermore, they had urged members that have not already done so to establish an institutional mechanism within their countries to monitor progress on implementing GRBs.”  Finally, they had committed to agreed to report biennially on progress in implementing GRB.

This document summarizes reflections, exchanges and exercises at the first Linking and Learning Programme on Budget Analysis and Economic, Social and Cultural Rights, held from March 11 to 19, 2005 in Alcochete Portugal (the Programme). This report was prepared by ESCR-Net with the purposes of documenting the Programme, responding to a specific request of programme participants, and as part of a larger effort to motivate exchanges and joint actions, and strengthen a working group on Budget Analysis and ESCR.

The following document outlines discussions at the Experts' Meeting on Gender Mainstreaming of Poverty Reduction Strategy Papers (PRSPs) in selected African Countries, which opened in Pretoria, South Africa on Monday, 24 March 2003. 

The meeting, co-hosted by UNDP/Southern Africa SURF and UNIFEM Regional Office for Southern Africa, brought together 40 participants drawn from the Governments of Botswana, Mozambique, Rwanda, South Africa, Zambia and Zimbabwe, civil society organizations, including the Southern African Regional Poverty Network (SARPN), Gender Action and  FOWODE, the SADC Gender Unit, UN agencies (UNDP, UNIFEM and UNECA), World Bank, UNDP SURF Kathmandu, and donor agencies (CIDA, DFID and GTZ).

This paper is a documentation of the Round Table on “Financing for District Development” that was convened by UNIFEM in New Delhi and the Karnataka Women’s Information Centre (KWIRC) in Bangalore on May 19th, 2001. The key themes for discussion included localized government, decentralization and devolution of powers in the Indian context. The document records the dialogue that took place on a host of issues including: the role of the State and Central governments in pushing the decentralization agenda, mechanisms for accountability of funds, and alternative strategies for resource mobilization.
